The Highlanders drum & bugle corps was formed in May of 1969 after the corps reverted from a senior to a junior unit and was supported by the Hazleton American Legion (AL) Post Home 76 and affiliated with the Hazleton Police Athletic League, under the leadership of John Dailey.
In their inaugural season of activity, the corps participated in the 1969 Pennsylvania AL state parade and until 1973 continued to perform locally and regionally in events and exhibitions. In 1974, the Highlanders entered the field of competition as members of the Eastern States circuit, where they placed 13th that year and 9th & 13th in the preliminary rounds in 1975 & 1976, respectively. The group also sponsored their annual “Rhythm ‘n Brass” contest, beginning in 1969.
In 1977, the corps merged with the Belvederes of Schuylkill Haven to form the Black Diamond Regiment.
